Perform, Achieve & Trade (PAT)

PAT is a market based energy certificate trading initiative. Energy saved in excess of the cyclical targets by a facility can be saved for future use or exchanged with other facilities who have failed to meet their targets in form of energy efficiency certificates (EsCerts).  It is limited to energy intensive industries for now and will eventually be expanded to all building types. The scheme is being administered by BEE which also sets the target for facilities based on their historical energy use rather than sectoral energy consumption baseline. Average targeted energy reduction for the first cycle (2012-2015) is 4.8%. Trading of the certificates is being administered by Energy Efficiency Services Ltd. (EESL), a joint ventures of public sector undertakings (PSUs).
